Members of the Superior City Council kept taking votes but kept failing to pick a new president.
Eight times the ballots were counted and no decision was made. Council members were trying to choose between fellow members Ruth Ludwig and Brent Fennessey. The president makes appointments to council committees and becomes acting mayor when the mayor can't fulfill the duties of the office. No final decision was made because Mayor Jim Paine kept breaking a tie to keep the vote from being taken by secret ballot.
