BRF Common Council Minutes from November 5, 2014

The regular meeting of the Common Council was held at City Hall in the City of Black River Falls on November 5, 2014 at 6:00 P.M. 

Alderpersons R. Eddy, Olson, J. Eddy, Gearing-Lancaster, Chojnacki, Johnson and Erickson were present.  Mayor Danielson presided.

It was moved by Alderperson Olson, seconded by Alderperson R. Eddy to appoint Brad Rahmlow to replace Amber Hackman as First Ward Alderperson for the balance of the term.  Motion carried.

It was moved by Alderperson Johnson, seconded by Alderperson Gearing-Lancaster to dispense with the reading of the minutes of the October 7, 2014 Common Council meeting.  Motion carried.

CITIZENS IN ATTENDANCE

Fifteen citizens were in attendance with no concerns other than items listed on the agenda.

COMMITTEE REPORTS

It was moved by Alderperson Chojnacki, seconded by Alderperson Johnson to place on file the Utility Commission minutes from October 27, 2014.  Motion Carried.

It was moved by Alderperson R. Eddy, seconded by Alderperson Gearing-Lancaster to approve the Contract Negotiating Committee minutes from October 21, 2014.  Motion Carried.

It was moved by Alderperson Olson, seconded by Alderperson Chojnacki to place on file the Airport Commission minutes from September 24, 2014.  Motion Carried.

Jen Gunning spoke on behalf of the Jackson County Tavern League and handed out a memorandum from Mike Wittenwyler Godfrey & Kahn, S.C. about regulations on e-cigarettes.  It was moved by Alderperson Chojnacki, seconded by Alderperson Gearing-Lancaster to table Ordinance 821 AN ORDINANCE AMENDING THE CODE OF THE CITY OF BLACK RIVER FALLS, JACKSON COUNTY, WISCONSIN BY REPEALING AND RE-CREATING SECTION 1.07 OF THE CODE OF ORDINANCES.  Motion carried.

It was moved by Alderperson R. Eddy, seconded by Alderperson Johnson to adopt RESOLUTION 2014-12A RESOLUTION CHANGING ONE WAY TRAFFIC TO TWO WAY TRAFFIC ON PIERCE STREET BETWEEN NORTH 11TH STREET AND SCHOOL DISTRICT PROPERTY.  Motion carried.

A RESOLUTION CHANGING ONE WAY TRAFFIC TO

 TWO WAY TRAFFIC TO THE OFFICIAL TRAFFIC MAP OF THE

CITY OF BLACK RIVER FALLS, JACKSONCOUNTY, WISCONSIN

WHEREAS, The Common Council of the City of Black River Falls, Jackson County, Wisconsin, has determined that current traffic and future traffic

projections require modification of the traffic pattern on Pierce Street between North Eleventh Street and the School District property.

WHEREAS, currently only west bound traffic is permitted on the above-described street section.  Allowing two-way would help alleviate traffic

congestion near the High School and Middle School.

NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF BLACK RIVER FALLS, JACKSON COUNTY, WISCONSIN AS FOLLOWS:

  1.  That two-way traffic shall be allowed on the section of Pierce Street extending West from the West curb line of Eleventh Street to the border of the School District
  1. That pursuant to the provisions of Section 7.02(2)(b) of the Code of Ordinances of the City of Black River Falls, the Official Traffic Map of the City of Black River Falls shall be amended by indicating that two-way traffic is permitted on the above-described Street section.

It was moved by Alderperson J. Eddy, seconded by Alderperson Johnson to approve EMS Policy 2.1.058 for Mandatory Reporting.  Motion carried (7-0-1) with Alderperson Rahmlow abstaining.

It was moved by Alderperson Chojnacki, seconded by Alderperson Olson to approve Extending D&S Manufacturing’s $156,301.14 Economic Development Loan Balance for 5 Years at 1.85% Interest.  Motion carried.

It was moved by Alderperson Johnson, seconded by Alderperson Gearing-Lancaster to approve putting an ad in the paper for selling the City’s 2011 Dodge Grand Caravan Taxi on sealed bids.  Motion carried.

The 2015 proposed City Budget was briefly discussed.

It was moved by Alderperson J. Eddy, seconded by Alderperson R. Eddy to adjourn at 6:33.  Motion Carried.
