A Chicago man was pulled over on I-94 early this morning near Black River Falls. The Wisconsin State Patrol reports that a car driven by 49-year-old Roosevelt Sims was pulled over around 2:45 this morning for going 90 mph in a 70 mph zone. When the State Trooper approached the car Sims showed signs of impairment. There were also six minors in the car with Sims. Sims failed field sobriety tests, and was arrested. He was then transported to the hospital for a chemical test of his blood. Sims was charged with 1st offense OWI with six children under the age of 16 in the vehicle.
