A Minnesota man is facing a fourth OWI charge after a wrong-way incident on I-94 near Black River Falls. Wisconsin State Patrol says troopers stopped a vehicle traveling westbound in the eastbound lanes late Thursday night. Forty-eight-year-old Richard Pechuman of Ham Lake was arrested after troopers reported signs of intoxication and an open container in the vehicle.
