The Common Council met at City Hall in the City of Black River Falls on September 2, 2025 at 6:00 P.M.
Alderpersons Ammann, Peloquin, M. Rave, Busse, Gearing-Lancaster, and Wussow were present. Alderpersons E. Rave and Dougherty attended remotely via Zoom meetings. Mayor J. Eddy presided.
It was moved by Alderperson M. Rave, seconded by Alderperson Gearing-Lancaster to dispense with the
reading of the minutes of the August 5, 2025 Common Council meeting and approve as presented. Motion carried.

COMMITTEE REPORTS
It was moved by Alderperson Ammann, seconded by Alderperson Wussow to place on file the minutes of theAugust 4, 2025 Ad Hoc Branding Committee meeting. Motion carried.
It was moved by Alderperson Peloquin, seconded by Alderperson Dougherty to place on file the minutes of theAugust 14, 2025 Business Improvement District (BID) Board meeting. Motion carried.
It was moved by Alderperson Wussow, seconded by Alderperson Busse to approve the minutes of the August20, 2025 Committee of the Whole meeting. Motion carried.
The Committee of the Whole met at City Hall in the City of Black River Falls on August 20, 2025 at 6:00 P.M.
Alderpersons Peloquin, Dougherty, Busse, Gearing-Lancaster, and Wussow were present. Alderperson E. Rave
attended remotely via Zoom meetings. Alderpersons Ammann and M. Rave were excused. Mayor Jay Eddy
presided.

- Nick Goeman with Baker Tilly presented on the 2024 audit.
- The Department Head monthly reports were reviewed. Department heads present were Mark Nordahl,
Darryl Nelson, Jarod Meyer, Travis Brown, Cara Hart, and Brad Chown. - It was moved by Alderperson Dougherty, seconded by Alderperson Wussow to approve the Fire Chief’s
appointment of Tyler Rush to the position of 2nd Assistant Chief and Mathew Brauner to the position of 3rd
Captain. Motion carried. - It was moved by Alderperson Busse, seconded by Alderperson Peloquin to approve the request from EMS
to purchase two (2) Lucas compression devices from Stryker with Pro Care plan at a cost of $41,240.60
using FAP funds. Motion carried. - It was moved by Alderperson Dougherty, seconded by Alderperson Peloquin to approve the request from
EMS to order a Demers Model EX Type II ambulance with a Stryker Power Load Cot System for a total cost
of $229,588.00. Motion carried. - The Street Superintendent advised that the recently purchased 2017 garbage truck is working great, and the
older 2015 garbage truck will need work done to repair rust and paint after repairs are made. - It was moved by Alderperson Busse, seconded by Alderperson Wussow to award the bid for a 2026
Chevrolet Silverado crew cab truck for the Police Department to Gross Motors of Black River Falls at a cost
of $40,784.50. Motion carried. - It was moved by Alderperson Wussow, seconded by Alderperson Gearing-Lancaster to approve the
vouchers for July 2025 Check #75782 – #75940 Totaling $440,029.34. Motion carried. - It was moved by Alderperson Peloquin, seconded by Alderperson Gearing-Lancaster to approve the City
Treasurer’s Report for July 2025. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson Gearing-Lancaster to place on file the minutesof the August 25, 2025 Utility Commission meeting. Motion carried.Mayor Eddy opened the public hearing for ORDINANCE 897 – an ordinance related to sex offender residency.
Mayor Eddy provided an overview of the steps taken to date and opened the floor to anyone wishing to speak infavor or in opposition to the proposed sex offender residency ordinance.
There were no citizens in attendance for this public hearing. The City Administrator recommended Section
21.12(b) be updated to remove the language “The City shall provide the appropriate form.” Alderperson
Gearing-Lancaster recommended Section 21.09 be updated to add “spouse” to the list of individuals defined asthe sex offender’s family. There was no opposition to these recommendations.
It was moved by Alderperson Wussow, seconded by Alderperson M. Rave to close the public hearing onORDINANCE 897 – an ordinance related to sex offender residency. Motion carried.
The recommended changes to ORDINANCE 897 will be made and it will be placed on the October 7, 2025Common Council agenda for final reading and possible approval.
Mollie Olson from Jackson County Health & Human Services presented Together for Jackson County Kids’proposal for changes to Section 1.07 of the Code of Ordinances related to smoking restrictions.
It was moved by Alderperson M. Rave, seconded by Alderperson Wussow to authorize the City Administrator toaddress the recommended changes to Section 1.07 of the Code of Ordinances. Motion carried.
It was moved by Alderperson Busse, seconded by Alderperson Gearing-Lancaster to approve the application for
a Temporary Alcohol Beverage (Picnic) License for Black River Youth Hockey for the veterans hockey gamefundraiser October 18, 2025 at 388 Melrose Street (Milt Lunda Memorial Arena). Motion carried.It was moved by Alderperson Peloquin, seconded by Alderperson Wussow to adjourn. Motion carried at 6:21pm.
