The Common Council met at City Hall in the City of Black River Falls on September 1, 2026 at 6:00 P.M.
Alderpersons E. Rave, Busse, Gearing-Lancaster, Wussow, Ammann, and Peloquin were present. Alderperson
M. Rave (6:03pm) attended remotely via Zoom meetings. Mayor J. Eddy presided.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Peloquin to dispense with the
reading of the minutes of the August 19, 2026 Special Common Council meeting and approve as presented.
Motion carried.

It was moved by Alderperson Ammann, seconded by Alderperson E. Rave to place on file the minutes of the
July 16, 2026 Airport Commission meeting. Motion carried.

It was moved by Alderperson M. Rave, seconded by Alderperson Busse to place on file the minutes of the
August 31, 2026 Utility Commission meeting. Motion carried.

It was moved by Alderperson Ammann, seconded by Alderperson Gearing-Lancaster to award a TIF VI Façade
Improvement Grant to Black River Phoenix Properties, LLC for property located at 34 South First Street in an
amount equal to 40% of eligible costs not covered by other grants or donations up to $120,000. Motion carried.

It was moved by Alderperson Busse, seconded by Alderperson Wussow to approve the application for a
Temporary Alcohol Beverage License for the Rotary Club of Black River Falls for Rotary BBQ Cookoff October
10, 2026 at 1400 Tyler Street. Motion carried.

ORDINANCE 906 – An ordinance repealing and recreating Section 11.06 of the Code of Ordinances regarding
the prohibition of smoking, vaping, and tobacco products at Marks Field was presented – 1
st reading.

It was moved by Alderperson Wussow, seconded by Alderperson Peloquin to approve the Mayor’s appointment
of Alderperson Joel Busse to the Electric and Water Utility Commission to replace former Alderperson Justin
Dougherty and serve the remainder of his term. Motion carried 6-0-1 with Alderperson Busse abstaining.
