The Common Council met in special session at City Hall in the City of Black River Falls on May 17, 2023 at 6:00P.M. Alderpersons Olson, Dougherty, Gearing-Lancaster, Wussow, and Brown were present. Alderperson Ammann attended remotely via Zoom meetings. Alderpersons M. Rave and E. Rave were excused. Mayor J. Eddy Presided.

The Mayor advised a change has taken place so items 4 through 16 are no longer needed as part of the meeting so skipped to item 17.

It was moved by Alderperson Brown, seconded by Alderperson Wussow to dispense with the reading of the minutes from the May 2, 2023 Common Council meeting and approve as presented. Motion carried.

CITIZENS IN ATTENDANCE

There was 1 citizen in attendance for agenda items. It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Dougherty to place on file the minutes from the April 6, 2023 Airport Commission meeting. Motion carried.

It was moved by Alderperson Ammann, seconded by Alderperson Olson to approve the proposal from Mathy Construction to pave approximately 10,500 square feet of driveway in the Riverside Cemetery at a cost of $138.97/ton using TID #8 funds. Motion carried.

The Department Head monthly reports were reviewed. Department heads present were Chad Duerkop, Darryl Nelson, Cara Hart, and Brad Chown. Jeremy Isensee and Jody Stoker were excused.

  1. The Street Superintendent advised as part of the water main project on County Hwy A, Badger
    Environmental had to tear up the end of Chestnut Street to abandon a 2” line and it will be paved when
    Washington Street is paved. Bids for 2023 paving projects came in over budget, but the budgeted
    contingency will cover it.
  2. It was moved by Alderperson Olson, seconded by Alderperson Wussow to award the bid for paving
    Pierce Street and Tyler Street to Mathy Construction at a cost of $114,652.82. Motion carried.
  3. The Parks & Recreation Director advised mowing has been very difficult due to wet conditions. There is
    a 10-year warranty on the shade canopies for the all abilities playground to include fabric, cables,
    material breakdown from ultraviolet rays, and manufacturing defects.
  4. It was moved by Alderperson Ammann, seconded by Alderperson Gearing-Lancaster to approve the
    purchase and installation of all abilities playground equipment at Lunda Community Park at a cost of
    $604,752.00. Motion carried.
  5. The City Administrator advised the fire department does get reimbursed for staffing and equipment when assisting DNR Fire on wildland fires.

There was discussion on a request from Convenience Store Operations LLC to increase the maximum number of Class A Liquor Retailer’s Licenses and a request from Leroy’s Grill LLC to increase the maximum number of Class C Wine Retailer’s Licenses. There was unanimous consent to have the City Administrator draft an ordinance to increase the maximum number of Class A Liquor Retailer Licenses from 8 to 13 and increase the maximum number of Class C Wine Retailers Licenses from 4 to 13.

It was moved by Alderperson Wussow, seconded by Alderperson Dougherty to approve the contract with
Mississippi River Regional Planning Commission to update the City’s Comprehensive Plan at a cost of $16,000.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Dougherty to begin the process to vacate the portion of Lincoln Street lying east of South 1st Street.

It was moved by Alderperson Brown, seconded by Alderperson Gearing-Lancaster to approve RESOLUTION
2023-03 a resolution to terminate Tax Incremental District No. 5. Motion carried. The resolution is available at City Hall.

It was moved by Alderperson Olson, seconded by Alderperson Wussow to approve the vouchers for April 2023 Check #72361 – #72491 totaling $615,152.83. Motion carried.

It was moved by Alderperson Olson, seconded by Alderperson Dougherty to approve the City Treasurer’s Report for April 2023. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson Olson to approve the Revenue & Expense Reports for April 2023. Motion carried.

It was moved by Alderperson Ammann, seconded by Alderperson Wussow to adjourn. Motion Carried at 6:52 pm.
