The Common Council met at City Hall in the City of Black River Falls on January 7, 2025 at 6:00 P.M.
Alderpersons Gearing-Lancaster, Ammann, Peloquin. M. Rave, Dougherty, and Busse were present.

Alderpersons Wussow and E. Rave attended remotely via Zoom meetings. Mayor J. Eddy presided.

It was moved by Alderperson Peloquin, seconded by Alderperson Dougherty to dispense with the reading of the minutes of the December 18, 2024 Special Common Council meeting and approve as presented. Motion carried.

CITIZENS IN ATTENDANCE

There was 1 citizen in attendance. Vicki Michalski presented information from the Jackson County Homeless Coalition regarding a local point-in-time homeless count that will begin January 22nd , a Community Connect event at the United Methodist Church on January 23rd for those who wish to connect with service providers and invited Council members to participate in these events.

COMMITTEE REPORTS


It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Ammann to place on file the minutes of the July 27, 2024 Airport Commission meeting. Motion carried. It was moved by Alderperson M. Rave, seconded by Alderperson Dougherty to place on file the minutes of the September 19, 2024 Airport Commission meeting. Motion carried. It was moved by Alderperson Ammann, seconded by Alderperson Peloquin to place on file the minutes of the December 12, 2024 Business Improvement District (BID) Board meeting. Motion carried. It was moved by Alderperson Wussow, seconded by Alderperson Busse to place on file the minutes of the December 30, 2024 Utility Commission meeting. Motion carried. It was moved by Alderperson Ammann, seconded by Alderperson Gearing-Lancaster to approve the easement agreement between the City and the Black River Falls School District for the Foundation Trail. Motion carried. It was moved by Alderperson Busse, seconded by Alderperson Dougherty to approve the easement agreement between the City and Jackson County for the Foundation Trail. Motion carried. It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson E. Rave to approve the easement agreement between the City and WHPC-Dominium, LLC for the Foundation Trail. Motion carried. The City Administrator reviewed two Quit Claim Deeds that were recently recorded with the Register of Deeds transferring property ownership to the City. The first was from Westwind Estates, Inc. for the strip of land used for golf cart access from Westwind Estates to Skyline Golf Course. The second was from David Hoffman for a strip of land off of W. Adams Street that accommodates stormwater run-off, and the Foundation Trail crosses the southern section. There were no objections to accepting these parcels and no action was taken. It was moved by Alderperson M. Rave, seconded by Alderperson Dougherty to designate the Black River Falls Area Foundation as an official depository of the City. Motion carried. It was moved by Alderperson Busse, seconded by Alderperson Gearing-Lancaster to adjourn. Motion carried at 6:30pm.
