The Common Council met at City Hall in the City of Black River Falls on May 6, 2025 at 6:00 P.M. Alderpersons Ammann, Peloquin, Dougherty, Busse, Gearing-Lancaster, and Wussow were present. Alderperson M. Rave was absent. Alderperson E. Rave was excused. Mayor J. Eddy presided.
It was moved by Alderperson Wussow, seconded by Alderperson Gearing-Lancaster to dispense with the
reading of the minutes of the April 15, 2025 Special (Old) Common Council meeting and approve as presented. Motion carried.
It was moved by Alderperson Busse, seconded by Alderperson Peloquin to dispense with the reading of the minutes of the April 15, 2025 Special (New) Common Council meeting and approve as presented. Motion carried.
CITIZENS IN ATTENDANCE There were 9 citizens in attendance and the local newspaper editor attended via Zoom meetings.

893 – an ordinance adopting the Comprehensive Plan of the City of Black River Falls 2025-2045. Motion carried.
CITY OF BLACK RIVER FALLS ORDINANCE NO. 893
AN ORDINANCE TO ADOPT THE COMPREHENSIVE PLAN FOR THE CITY OF BLACK RIVER FALLS,
JACKSON COUNTY, WISCONSIN
The Common Council of the City of Black River Falls, Jackson County, Wisconsin, do ordain as follows:
Section 1. Pursuant to section 62.23(2) and (3) of the Wisconsin Statutes, the City of Black River Falls, is
authorized to prepare and adopt a comprehensive plan as defined in section 66.1001(1)(a) and 66.1001(2) of the Wisconsin Statutes.
Section 2. The Common Council of the City of Black River Falls, Wisconsin, has adopted written procedures designed to foster public participation in every stage of the preparation of a comprehensive plan as required by section 66.1001(4)(a) of the Wisconsin Statutes.
Section 3. The plan commission of the City of Black River Falls, by a majority vote of the entire commission recorded in its official minutes, has recommended to the Common Council the adoption of the document entitled “Comprehensive Plan of the City of Black River Falls 2025 to 2045,” containing all of the elements specified in section 66.1001(2) of the Wisconsin Statutes.
Section 4. The city has held at least one public hearing on this ordinance, in compliance with the requirements of section 66.1001(4)(d) of the Wisconsin Statutes.
Section 5. The Common Council of the City of Black River Falls, Wisconsin, does, by enactment of this
ordinance, formally adopt the document entitled, “Comprehensive Plan of the City of Black River Falls 2025 to 2045,” pursuant to section 66.1001(4)(c) of the Wisconsin Statutes.
Section 6. This ordinance shall take effect upon passage by a majority vote of the members-elect of the Common Council and publication as required by law.
It was moved by Alderperson Ammann, seconded by Alderperson Wussow to approve ORDINANCE 894 – an ordinance rezoning Parcel 206-1257.0000 from R-1 to R-Duplex. Motion carried.
CITY OF BLACK RIVER FALLS ORDINANCE NO. 894
AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE CITY OF
BLACK RIVER FALLS, JACKSON COUNTY, WISCONSIN,
BY REZONING LAND
Pursuant to a public hearing held on March 27, 2025, in accordance with the provisions of Wis. Stat.
Section 62.23(7)(d)(2), and pursuant to the recommendation of the Plan Commission for the City of Black River Falls, Jackson County, Wisconsin: The Common Council of the City of Black River Falls, Jackson County, Wisconsin do ordain as follows:
SECTION 1. Zoning ordinance amended. The following described property, which is currently zoned R-1
(Single-Family Residential), is hereby rezoned as R-DUPLEX, (Two-Family Residential).
PARCEL #206-1257.0000 ADDRESS: 1008 Alder Street
SECTION 2. Severability. The provisions of this Ordinance shall be deemed severable and it is expressly
declared that the Common Council would have passed the other provisions of this Ordinance irrespective of whether or not one or more provisions may be declared invalid and if any provisions of this Ordinance of the application thereof to any person or circumstances is held invalid, the remainder of this Ordinance and the application of such provisions to other persons or circumstances shall not be affected thereby.
SECTION 3. Conflicting ordinances. Ordinances or parts of ordinances in conflict with the above Ordinance are hereby repealed.
It was moved by Alderperson Dougherty, seconded by Alderperson Busse to approve a Temporary Construction Permit for the Town of Brockway sewer system improvement project. Motion carried.
It was moved by Alderperson Ammann, seconded by Alderperson Peloquin to approve the Mayor’s appointments to the BID Board and Historic Preservation Commission. Motion carried. It was moved by Alderperson Wussow, seconded by Alderperson Dougherty to adjourn. Motion carried at 6:09pm.
