9. Motion to go into closed session pursuant to 19.85(e) Deliberating or
   negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.
10. Motion to return to open session for action pertaining to closed session and
    to complete any remaining agenda items
