OWI News Release Location: I-94 WB WOF HWY F

On July 15th, just before 3:00am, Bladimir Charry Caicedo, 30 years of age, from Madison, WI has been arrested by the Wisconsin State Patrol Waukesha Post for operating a motor vehicle under the influence, 1st offense, with one child in the vehicle under the age of 16.


A Trooper with the Wisconsin State Patrol Southeast Region was patrolling on interstate I-94 EB
east of Hwy 26 in Jefferson County when he observed a red sedan traveling at 99MPH in a 70MPH
zone and deviating from the designated traffic lane. A traffic stop was initiated; the vehicle slowed
to 35MPH but did not pull over or stop for seven miles. The vehicle eventually came to a stop on
I-94 east of Hwy F.


Upon first approach to the vehicle, the Trooper noticed an open bottle of alcohol in plain view and
an unrestrained infant. The driver displayed several signs of impairment and standardized field
sobriety tests were conducted. The driver was subsequently placed under arrest for Operating While
Intoxicated (1st offense) with a passenger under the age of sixteen and taken for a chemical test.
The result of that test showed a breath alcohol concentration of 0.12 g/210L.

The driver was then booked into the Jefferson County Jail. The child was turned over to the custody of her mother.


The subject was additionally charged with Operating with a Prohibited Alcohol Concentration (1st)
with a passenger under the age of sixteen and issued traffic citations for operating without a license
(1st), speeding 29MPH over the limit, failure to fasten seatbelt, child safety restraint violation, and
possession of open intoxicants in a motor vehicle. An additional charge of child neglect is being
forwarded to the Jefferson County District Attorney’s Office.
