On July 25, 2023, at approximately 8:32 PM a Wisconsin State Patrol Trooper stopped a car on
Interstate 94 that was traveling east near mile marker 56 in Dunn County for speeding and no front
license plate.
During the traffic stop, the Trooper detected the odor of marijuana coming from the interior of the
car. A subsequent investigation, including a standardized field sobriety test, was conducted on the
driver. The driver, Sylvia Ann Hogan, 43, from St. Paul, MN was arrested for operating a motor vehicle
while under the influence of a restricted controlled substance 1st offense with a minor in the vehicle.
Ms. Hogan was transported to a local hospital for an evidentiary test. The child age 11 was released
to a responsible party. Ms. Hogan is being charged with Operating a Motor Vehicle While Under the
Influence 1st offense with a minor child in the vehicle, possession of THC, and operating without a
valid drivers license. Ms. Hogan was warned for her speed and no front license plate on the
vehicle.
