A 30 year old Tomah, Wis. woman, Samantha Carter is accused of driving intoxicated and crashing with children in the vehicle, not in car seats.

A criminal complaint shows that authorities were called to Ginger Road near Quartermaster Road in Monroe County. The Department was advised it was a traffic incident with multiple injuries. It was discovered during the investigation that the vehicle left the roadway and collided with a stone gate structure. The vehicle is considered a total loss.

Upon arrival, deputies heard a small child screaming. When they made contact with Carter, authorities noted she smelled very heavily of alcohol. The reported her to be in a confused state of mind with slurred speech, while being both highly uncooperative and verbally abusive.

It was reported Carter resisted efforts to extricate her from the vehicle by screaming and holding on to the steering wheel. EMS also extricated two young children, aged four and six. Hospital staff confirms the six year old suffered bruised lungs, a broken right ankle and an abrasion to the left knee. That child was treated and discharged into the custody of her father. The four year old suffered a head injury and two broken legs. The child was taken for further treatment to the Children’s Hospital in Madison.

The criminal complaint shows 30-year-old Samantha Carter is facing more than 10 charges including the following:

  • first degree reckless injury,
  • first degree reckless injury,
  • injury by intoxicated use of a vehicle,
  • injury by intoxicated use of a vehicle,
  • physical abuse of child -recklessly cause great bodily harm,
  • physical abuse of child -recklessly cause great bodily harm,
  • knowingly operate motor vehicle while suspended -cause great bodily harm,
  • knowingly operate motor vehicle while suspended -cause great bodily harm,
  • misdemeanor bail jumping,
  • violation of child safety restraint requirements -child 4 years but less than 8 years of age,
  • violation of child safety restraint requirements -child 4 years but less than 8 years of age,
  • possess open intoxicants in motor vehicle -driver.
