The Wisconsin Department of Public Instruction is urging federal officials to maintain protections for children enrolled in Head Start programs.
In a public comment on proposed changes to federal Head Start regulations, the DPI raised concerns about removing protections against corporal punishment, suspension and expulsion, as well as requirements to identify and support children with disabilities.
State Superintendent Doctor Jill Underly says Head Start should strengthen the services that help children succeed, rather than weaken protections designed to keep them safe and included in learning.
The DPI also says proposed changes involving children with disabilities raise concerns about consistency with the federal Individuals with Disabilities Education Act, known as IDEA.
The agency’s comments echo concerns raised by Governor Tony Evers in a letter to federal health officials.
