The regular monthly meeting for the Jackson County Forestry & Parks Department was held at 8:30am on Tuesday,
July 11, 2023 at the Jackson County Courthouse. Those in attendance were: Ed Chamberlain, Jerry Schmidt, Dale
Hoff, John Higgins, Tom Clark, James Zahasky, Dave Spaude, and Ashley Stetzer
The regular meeting was called to order at 8:30am by Chairman Ed Chamberlain
A motion was made by John Higgins to approve the minutes from the June meeting. The motion was seconded by
Dale Hoff, all members voted in favor.
A motion to approve the bills for payment was made by John Higgins, seconded by Dale Hoff. All members voted in
favor. Amanda Gunn, Black River Area Chamber Director, sent a press release for the Committee. 2022 was a record-
breaking year for tourism, bringing 23.7 billion into Wisconsin. 63 million of that came from Jackson County. Zach Clausing was present from the WI-DNR and gave updates. The dry conditions continue through the summer
months. Wildlife Biologist, Christina Kizewski, informed the committee that 21 calves were collared. There has been
2 mortalities.
The Forestry, Parks and Trails report was given. Timber harvest remains slow. Forestry staff continues to treat
invasive species. Gates are also being re-painted and forest roads cleared as time allows. Parks are having a very busy
summer. The water at Wazee beach continues to be tested and has come back with safe E.coli levels. Jeremy
Breheim worked with public health putting up safe swimming guidelines at the beach as well.
Trails continue too also be very busy. A grant for $60,000 was awarded to complete 9 aprons along the trail to help
with gravel on the main roadways. One bid was received by Mathy Construction to complete this project. A motion
to approve Mathy Construction complete the 9 aprons for $31,351.77 and potentially add 2 more, totaling 11 was
made by John Higgins, seconded by Dale Hoff, all members voted in favor.
Jim informed the Committee that discussion of a bike trail from Black River Falls to Wazee Lake is in the works. No
action was taken.
The 2024 budgets are due September 1. A special budget meeting will be held on Tuesday, August 29 at 8:30am to
discuss the 2024 budget.
Two moss marshes were sent out for bid. After review a motion was made by John Higgins to approve selling the 2
sales to Deli, Inc and Hancock Bros respectively. The motion was seconded by Thomas Clark, all members voted in
favor.
Jim requested that permission be given to go out for bids on a new trail groomer. A motion was made by John
Higgins, the motion was seconded by Dale Hoff, all members voted in favor.
La Crosse MACK continues to work on the Forestry MACK truck. After discussion a motion was made by Ed
Chamberlain to put the truck back together as it is and bring it back to the Forestry office. If work is still needed on
the truck, then it should be taken to Hixton. The motion was seconded by Dale Hoff, John Higgins and Thomas
Clark. The motion was denied by Jerry Schmidt, motion carried.
Dave presented the final carbon credit contract. A motion was made by Jerry Schmidt to bring a resolution to the
August meeting, the motion was seconded by John Higgins, all members voted in favor.
A motion was made to go into closed session pursuant to 19.85(e), deliberating or negotiating the purchase of public
properties. All members voted in favor. 2 A motion was made in open session, by Thomas Clark, to offer Karie Gillette $2500.00 to purchase .05 acres of her
property for the existing ATV/UTV trail. The motion was seconded by John Higgins, motion carried.
A motion to adjourn at 10:32am was made by John Higgins, the motion was seconded by Dale Hoff. All members
voted in favor. The next meeting will be at the Jackson County Courthouse at 8:30am on August 8, 2023.
