Progress continues at Lincoln Hills and Copper Lake Schools, as the latest report from a federal court-appointed monitor shows improved staff and youth attitudes, along with reduced safety concerns. The Wisconsin Department of Corrections is now in substantial compliance with 90% of the consent decree provisions stemming from a 2017 lawsuit.

The 22nd monitor’s report, covering October 2024 to February 2025, highlights calmer environments, more engaged youth, and expanded treatment options—including the Mendota Juvenile Treatment Center now accepting girls for the first time, easing capacity at Copper Lake.

While staffing improvements were noted, including fewer treatment team vacancies, recruitment for educational staff remains a challenge, with nearly half of positions unfilled.

Plans to close Lincoln Hills and Copper Lake remain on track, with construction underway for a new facility in Milwaukee, expected to open in fall 2026. Governor Evers’ budget also includes funding for two additional secure youth centers in Dane County and Northeastern Wisconsin.
