The Wisconsin Department of Justice and a bipartisan coalition of state attorneys general are urging the Federal Communications Commission to strengthen rules aimed at stopping illegal robocalls.
Wisconsin Attorney General Josh Kaul says current safeguards are not doing enough to keep scammers off the U.S. phone network. Americans received more than 29.6 billion scam robocalls and texts last year, resulting in nearly 2 billion dollars in losses.
The coalition wants the FCC to strengthen its “Know Your Upstream Provider” requirements. The rules would require phone companies to more carefully verify the telecommunications providers that route calls through their networks, regularly monitor them and cut off providers that fail to follow federal law.
The attorneys general are also calling for stronger STIR/SHAKEN caller-ID protections, quicker implementation of new rules, penalties for violations and requirements that phone companies retain verification and monitoring records for law enforcement.
Wisconsin DOJ is part of the Anti-Robocall Multistate Litigation Task Force, which launched Operation Robocall Roundup in 2025. The task force has already warned dozens of smaller voice providers and expanded its efforts to target larger telecommunications companies.
